that contract expired and the two agencies couldn't agree on terms of another one. this past weekend was the last weekend for sheriff deputies to help out oakland. police are now turning to the c.h.p. for help. there will be a window of no help. the sheriff deputys' contract has ended, it ended over the weekend. the c.h.p. contract does not come up for the city council to consider for another two weeks. now the latest on the bombings investigation, top security officials face a grilling from lawmakers this morning over whether they overlooked warning signs flagging dead system tam dan. his brother is cooperating with investigators after being charged with using a weapon of mass destruction. the attorney asked to have two

more attorneys appointed. they are searching behind a rug store, an area where the brother's father used to repair cars looking for explosives and signs of where the bombs were made. they still believe that al qaeda may have influenced the pair with intent-bombmaking instructions posted by al-awlaki. >> the individual whose may have connection overseas but the primary radicalization is in places like the united states. >> he was formally charged in the hospital room yesterday where he is recovering from gunshot wounds he suffered in a shootout with police on friday. >> we hear more stories of courage and survival from the attack of the more than 200 injured, at least 14 people have undergone ambassador stations including a dancer who lost her foot but not her will to dance again. the 32-year-old and her husband, an airman just back from

out. this morning, officials are still searching for answers on why. >> this morning, the accused teen terrorist behind the boston bombings has the right to remain silent formally charged with using a weapon of has destruction. authorities say the 19-year-old dzhokhar tsarnaev, wounded in the neck with limited ability to speak has started to answer questions. reportedly telling the agents he built the bombs from the internet with no direction from terrorists overseas. >> these are victims who may have some connections overseas but the primary radicalization is in places like the united states. >> still, authorities believe the attack may have been inspired by al qaeda, and the preachings of road dallas jihadist al-awlaki. investigators are focusing on his older brother kill on thursday night as the possible brains behind the attack. of particular interest is his trip to russia last year. a neighbor said he runs more extreme.

he has a gunshot wound to the throat. he is very alert and been cooperative and answering mostly in writing and in nods. officials are saying they are not getting a lot of information from him as to why he did what he did but they are lending at least at this point that there are no alleged ties to other terror networks and they think this is a relatively isolated case of islamic extremism. >> it is now 5:34. the bay area boy injured in the bombings is getting tremendous encouragement from friends and classmates. ♪ you got a friend in me ♪ you got a friend in me >> those are aaron hern's classmates with a video get well card they posted on youtube. a teacher came up with the idea and the school gave the kids time to shoot it. aaron hern has had high profile well iners including first lady

site. cornell bernard has more on the objections. >> like you said, the first new school to open in burlingame in more than 50 years but many neighbors are not exactly happy about today's ground breaking saying the area is not safe. the school was built in the 1930's and it became a buddhist temple in the 70's. the district bought back the property recently to make room for new students flooding into the district. neighbors are fighting the plan and have gone to court and they say the school is on a dangerous road with lots of blind curves and few sidewalks and unsafe if kids. >> lot of blind spots in areas where it is scary to push the controller, and you can see no sidewalks. >> i have seen horrible things as a surgeon with children and

trucks or automobiles going too fast around blind curves. >> we need the space. we are busting from the scenes. >> a group of neighbors who are suing want a full environmental study done before the school can open. the district plans to widen the street in front of the school do make room for more cars that will drop off kids. a traffic study commissioned by the district found no safety issues, and the cool will re-open next year. we have developing news from oakland, police are in a sand off with a shooting suspect who barricaded inside a home. it is happening on 65th avenue in east oakland. the suspect has been in a stand off since 10:30 lat night after a shooting on 90th avenue. the victim in the shooting was taken to the hospital with non-life threatening injuries.

>> the highway patrol is boosting their presence in oakland, and the c.h.p. has been patrolling oakland two day as week since november. the contract was set to expire on friday but the c.h.p. and the city have reap add new deal to continue the patrols and expand them to four day as week the city council will vote on the deal at the may 7 meeting. abc7 news reporter amy hollyfield will have more on the patrols at 6:00 a.m. >> bart service is expected to be back to normal this morning after a woman was rescued off the tracks. this happened in san francisco. it is not clear how the woman ended up own the tracks at the 24th mission street station but when a train approached, she rolled under the platform to avoid being hit. firefighters cut power to the third rail and the woman managed to squeeze through a small gap between cars to get free. she was taken to the hospital with only a bruised knee. >> bicyclists waiting to go crooning the guantanamo bay on opening day have to wait. only two-thirds of the new

pedestrian walkway and bicycle lane will be accessible by labor day weekend and the planned opening of the new span. the remaining third of the bicycle lane now cannot be removed until car traffic is on the new span. caltran estimated it will be the summer of 2015 before bicyclists and walkers pedestrians, can make it all the way to the island. >> you walk and you bicycle today on places other than the bay bridge so what will it be like? >> yesterday, i went for a ride and i try to stay under the trees, in the shade. >> absolutely. shade is good. a lot of water. if you are going to be exerting yourself outside in the sunshine because it could feel 10- to 15-degrees warmer when you are in that sunshine. here is a look at our satellite and our radar this morning, you can see that offshore wind that brought us the record temperatures yesterday. that is starting to wayne just a little bit. you can see the clouds at the

through petaluma to novato, we are starting to keep over the mountains this area shaded in orange, certainly it is covering one so watch out for that. as we jump to the east bay we have this rot of an accident at 680 in dublin that is not affecting the traffic but it is slow coming from the central valley. >> we continue to follow developing news in oakland at this hour where police are in a stand off with a shooting suspect with the man barricaded in a home in east oak. the stand off has been going off most of the night and morning and the suspect is wanted for a shooting on 90th avenue at 10:30 last night. the victim in the shooting was taken to the hospital with non-life threatening injuries. also in oakland, the city is getting ready for extra help from the highway patrol to keep city streets safe. abc7 news reporter amy hollyfield joining us to tell
